ExxonMobil CEO assailed for claims on climate change

"It's an engineering problem and there will be an engineering solution," ExxonMobil CEO Rex Tillerson said of climate change.

Rex Tillerson's acknowledgement that fossil fuel consumption contributes to climate change should have been a PR coup for ExxonMobil when the company's CEO gave a major address this week. Instead, environmentalists blasted?Tillerson's assertion that the impact of climate change is not as serious as "lazy" journalists and an ?illiterate? public believe.

Tillerson won praise for reversing the company's long-standing denial of a correlation between climate change and the burning of fossil fuels. But environmentalists said Tillerson's remarks won?t sit well with many Americans, especially those affected by extreme weather, climate-related natural disasters and pollution.

Tillerson, speaking at the Council for Foreign Relations, said that while carbon dioxide in the atmosphere has a ?warming impact,? the science of climate change isn't good enough to say with certainty how severe that impact could be.?

?We've been working with a very good team at MIT now for more than 20 years on this area of modeling the climate. ... The competencies of the models are not particularly good," he said.

MIT's Ronald Prinn disputed that.

?The models are certainly good enough to clearly show the benefits of mitigation policies compared to no policy, in lowering risks,? said Prinn, director of the Center for Global Change Science at the Massachusetts Institute of Technology. ?We cannot wait for perfection in climate forecasts before taking action.?

Tillerson also defended the controversial practice of extracting hydrocarbons from rocks deep underground by injecting them at high pressures with water and other liquids, a process called hydraulic fracturing or "fracking."?

"The consequences of a misstep in a well, while large to the immediate people that live around that well, in the great scheme of things are pretty small," he said.

That statement might draw disagreement from those "immediate people," said Melinda Pierce, associate director for national campaigns at the Sierra Club.?"Rex Tillerson should get out from behind his desk and actually meet those whose homes are threatened, whose drinking water is flammable and whose kids are getting sick because of companies like his."

Ultimately, Tillerson said humanity would simply adapt to the effects of a warmer earth. ?We have spent our entire existence adapting, OK? So we will adapt to this,? he said.

Environmentalists called this contention false.

?Adaptation and mitigation aren't an either/or anymore ? we have to do both," said Angela Anderson, climate and energy program director?at the Union of Concerned Scientists. "There are effects of climate change that are difficult if not impossible to adapt to," she said.

?There are two ways to address climate change ? mitigation and adaptation,? said?Kenneth Gillingham,?assistant professor of environmental and energy economics at Yale University. "I find it disingenuous that Tillerson?s remarks only mention spending more policy effort on adaptation."

The CEO?s tone struck many as being tone-deaf at best, callous at worst ? a perception that could be damaging to an energy company that is no stranger to public relations issues as well as environmental disasters.?"This is an industry that made $137 billion in profits last year. They're asking the rest of the world to adapt on the hardship they're imposing on other people," said Bob Deans, spokesman for the National Resource Defense Council?Action Fund.?

"ExxonMobil does have an agenda here," said Marcia Horowitz, senior executive vice president at public relations firm?Rubenstein Associates.?"Companies are not impartial and often have a self-interest in interpreting information to suit their needs.?

"Is it really OK for us to live slightly better off and have ExxonMobil make more money when it means that the Maldives will likely be under water and many poor in Bangladesh will likely face more common and more life-threatening floods?" said Gillingham.

Deans pointed to the thousands of people fleeing massive wildfires that are consuming homes in Colorado. "Ask them whether they think it's a good idea to adapt to that," Deans said.

Spain just Euro 2012 final away from history

DONETSK, Ukraine (AP) -Spain is just one victory away from making history and securing its reputation as perhaps the greatest national side ever.

Spain labored to a penalty shootout win over Portugal to reach Sunday's final, where only Germany or Italy can keep it from winning a third straight major tournament - an unprecedented feat between World Cup and continental competitions.

"Hopefully we can achieve what nobody else has achieved," coach Vicente del Bosque said. "This would be great for everyone: for Spanish football and for our country as a whole.

"These are signs of progress taking place in Spanish sports, and hopefully it will carry over into society as well," Del Bosque added.

The record run is on course even if Spain's attack hasn't exactly lived up to high expectations, with the team's ability to grind out results becoming its trademark in Poland and Ukraine.

Spain is the only side apart from West Germany to have reached three straight finals, and the team can go one better than that West German side from the 1970s with a victory in Kiev.

"Spain has already made history and now we continue making it," captain Iker Casillas said. "I hope people remember this all their lives because who would have thought we could achieve this four years ago."

The Spanish, who started their current run by winning Euro 2008, remain on course after Cesc Fabregas netted the decisive penalty after Wednesday's game ended 0-0 after extra-time.

"I had an intuition. In the afternoon I was thinking about it, that I would have a unique opportunity and I told (assistant coach) Toni Grande that I didn't want to shoot second, that I wanted to shoot fifth," Fabregas said at the Donbass Arena. "I think I spoke to the ball, I know what I told the ball. I said 'I think we'll be together right to the final."'

Del Bosque's team has an extra rest day over its opponent, something that will surely be appreciated as the Spanish coach admitted that he replaced Xavi Hernandez against Portugal because of fatigue.

And there are no preferences for the world champions come the final.

"In either case, whichever team gets out of the semifinal will be a great team," Del Bosque said.

Spain's biggest concern going into the final will be its starting attack after surprise choice Alvaro Negredo failed to gel with his teammates against Portugal. Fabregas or Fernando Torres are the favorites, with the pair having scored two goals each and having both started twice in five games.

Despite its difficulties in finding the back of the net, Spain remains upbeat about its chances.

"Spain keeps making history, nobody has done what we have and now if we win Sunday's final we can add the exclamation point to this era," said defender Sergio Ramos, whose audacious soft chip in the penalty shootout helped put Spain in command. "I hope people appreciate how difficult it is to get to where we are. Spain won't always win every game but we hope that's not the case on Sunday."

If it's truly modeled after the Olympic program, Penn and MacDonald need to be ready for knocks on their door at all times of the day and night. Olympians often tweet when the U.S. Anti-Doping Agency shows up at their door, and it's rarely expected.

Kudos to both men for paying more than lip service to the problem of PEDs in MMA. Penn is a respected veteran, while MacDonald is a young up-and-comer in the sport, and they both recognize the need to be role models. Hopefully, more fighters will follow their lead.

That?s what it took for MIM Software to get the Food and Drug Administration?s clearance for a smartphone application that physicians can use to view MRIs and other medical images.

?It was 2008 when we first tried,? said Mark Cain, the Ohio firm?s chief technology officer. ?They didn?t know what questions to ask and neither did we. . . . But at some point, they had to be thinking, ?How many more people will be lined up behind these guys?? ?

His was, in fact, among the first apps cleared by the FDA. And since then, medical applications have flooded on to millions of smartphones, offering consumers the chance to check their heart rate, identify a pill in their medicine cabinet or even scan moles for skin cancer. Soon, if a firm called AliveCor gets its way, they may even be able to get an EKG by pressing iPhone to chest.

The gee-whiz factor can both astonish and alarm.

A defect in apps that essentially turn your phone or tablet into a medical device could prove problematic or even life-threatening: The app may not work as it should. For instance, what if lighting or contrast issues distort an X-ray that?s viewed on an iPhone or iPad?

That?s why federal regulators lurched into action a year ago, offering their thinking on how to police this vast new frontier. Just as they were putting the finishing touches on a plan, lawmakers intervened. The Senate moved to put the plan on hold after tech firms convinced lawmakers that more government oversight would stifle innovation and cost jobs.

Last week, Congress gave the FDA the green light to proceed with a push to define exactly which apps require government attention. But lawmakers also ordered the Obama administration to come up with a strategy that balances public interest with innovation in the years to come. The task is daunting, given the warp speed of technology.

It?s a classic showdown between Washington regulators charged with safeguarding the public?s health and a free-wheeling tech industry that prizes agility and first-to-market bragging rights.

?There are two completely different mind-sets,? said Merrill Matthews, a resident scholar at the Innovative Policy Institute. ?The app people think: Where is there a need and how do I fill it? And the FDA thinks: Where is there a problem and how can I control it??

Mobile apps, with their extraordinary reach, have the power to transform health care. Half of cellphone users in the United States have smartphones such as the iPhone or Android software-based devices, which can deliver care to their hands and potentially do so at a lower cost. Using smartphones and wireless tablets as diagnostic tools or monitoring devices could also cut back on emergency room visits.

For software developers, especially cash-strapped start-ups, there?s an enormous amount riding on whether the FDA steps up enforcement ? and exactly how it plans to do it, industry analysts said.

?The FDA approval process adds months, if not years, and potentially millions of dollars to what it takes to bring a solution to the market,? said Liz Boehm, a director at ExperiaHealth, a consulting firm. ?That development process would put many of these guys out of business.?

Medical apps exploded onto the scene in 2010 and have grown by about 150 percent each year since, according to MobiHealth News, which tracks Apple?s iTunes store, where many apps debut. Consumers can choose about 13,000 of these apps; 5,000 more are marketed to medical professionals.

The offerings range from very basic ? and free ? apps that calculate body mass index to more sophisticated ones that make use of pricey supplemental devices. The pharmaceutical firm Sanofi has an app for diabetics that registers glucose levels with the help of a meter that attaches to iPhones. IHealth offers an app that records blood pressure using a cuff that plugs into an iPhone, and WiThing has one that tracks weight and body-fat percentage using the company?s WiFi-enabled scale.

A survey by the Pew Internet Project found that 11 percent of adults with cellphones downloaded an app last year to help them manage their health. That same year, the mobile health-apps industry generated an estimated $718 million worldwide, seven times more than the previous year, according to Research2Guidance, a consulting firm.

While the FDA currently regulates certain medical software, the agency wants to update its thinking now that smartphones have juiced the apps market.

A year ago, the agency proposed policing only a subset of those apps: ones that use supplemental attachments to transform a mobile platform into a medical device (such as AliveCor?s EKG app) and others that act as accessories to an already regulated medical device (such as MIM Software?s app).

Rather than overseeing all medical apps, agency officials said they want to limit regulation to a slice of the market and take a pass on low-risk apps, such as calorie counters, according to Bakul Patel, an FDA policy adviser.

?We are taking a proactive step by saying that from the FDA perspective,? Patel said. ?We?re not concerned about all those other apps.?

Software makers, on the other hand, see an agency that currently regulates next to nothing in the mobile apps space taking a sudden interest in regulating more. The FDA proposal, they say, is vague and leaves many questions unanswered. For instance, given that apps can be updated daily, does a software developer have to seek FDA approval for each update?

Among the critics is a group called the Health IT Now Coalition. It represents health-care providers, patient advocates and health insurance companies, including Aetna, which last year bought iTriage ? an app that helps consumers evaluate medical symptoms and find the proper care.

?The issue here is that they?re really using a process for approval of these mobile apps that was basically created when the 5 ?-inch floppy disk was the latest technology,? said Joel White, the group?s executive director.

Dirk Hobbs, chief executive of Medical Voyce Sciences and Multimedia, said the FDA?s plan is ambiguous and he doesn?t know whether the apps his firm is developing would be regulated. The apps aim to speed communication among medical professionals in different facilities.

?This is just going to slam the brakes on an innovative sector that includes tons of small businesses like mine,? said Hobbs, who expressed his concerns to Sen. Michael F. Bennet, D-Colo.

Bennet and Sen. Orrin G. Hatch, R-Utah, wrote a provision, inserted in a broader FDA funding bill, that would have delayed the FDA proposal by forcing the agency to first reach agreement with other regulators about how to handle these apps.

This week, in a compromise reached by House and Senate lawmakers, Congress allowed the FDA to press ahead. But it also directed the agency to work on a report with other regulators that would lay out an appropriate framework to promote innovation and protect patient safety.

Former FDA deputy commissioner Scott Gottlieb, who researches medical trends as a fellow at the American Enterprise Institute, said he?s disappointed. If consumers can track their blood-sugar levels using pen and paper, he said, why should the government have to clear an app that does the same thing more reliably?

Gottlieb said that software developers should be suspicious because regulators have a tendency to tighten their grip on industries as they develop. ?If they perceive a power vacuum,? he said, ?they?ll step in and regulate more and more.?

Some in the tech industry do not perceive a threat. They say they?ve been expecting the FDA to regulate some apps and are eager for the agency to reveal which ones.

A group called the mHealth Regulatory Coalition ? which represents established firms such as Qualcomm as well as start-up software developers ? was formed in 2010 to deal with mobile health care regulatory issues. Its leaders argue that uncertainty breeds anxiety and drives away potential investors.

?We started telling the FDA that they?re going to stifle innovation if they don?t start clarifying where the lines will be drawn,? said Bradley Thompson, the group?s general counsel. Other technology groups ? including the West Wireless Health Institute and the Application Developers Alliance ? have taken a similar position.

In a recent meeting with industry representatives, Jeffrey E. Shuren, head of the FDA?s Center for Devices and Radiological Health, assured the group that the final plan would include more details than the draft, some attendees said. The agency may even create a Web site with generic examples of apps that would be exempt, Shuren told them.

In the end, the FDA?s plan may indeed sink some software makers whose products can?t withstand federal scrutiny, said Lisa Suennen, co-founder of Psilos Group, a health-care-focused venture capital firm.

?But while regulation puts an extra burden on young companies, those that can get through it will have a huge competitive advantage,? Suennen said. ?You can?t have every Tom, Dick and Harry claiming that their medical app adds value without having to prove it.?

Cities' efforts to make exercise easier pays off

NEW YORK (Reuters) - Fitness is often a combination of personal choice and environmental support, experts say, and a ranking of the 50 healthiest U.S. cities seems to reinforce the theory.

High rates of physical activity helped to propel Minneapolis-St. Paul to the top of the list of the American College of Sports Medicine's 2012 American Fitness Index (AFI) for the second year in a row, while raised obesity levels and smoking pushed Oklahoma City to the bottom.

"When I say Minneapolis ranked No. 1, people give me an 'are you kidding me' kind of look," said Walter Thompson, the chairman of the AFI Advisory Board. "Between November 1 and April 1 they have cold and snow, but they've addressed that."

Thompson said the solution was a proliferation of exercise studios that dot main streets, and a local government that has invested resources in park lands.

When people in Minneapolis were asked if they had any physical activity in last 30 days, he said 82.9 percent said they had.

The index, which considered factors ranging from the number of tennis courts to the percentage of smokers, relied on information from federal government data, such as Centers for Disease Control and U.S. Census reports, as well as information from the 50 cities.

Washington, D.C., Boston, San Francisco, and Hartford in Connecticut were the five fittest, healthiest metro areas, while Birmingham, Dallas, Texas, Louisville, Detroit, Michigan and Oklahoma City fared the poorest.

"A couple of cities have made significant improvements," said Thompson about the rankings, which began in 2008. "A policy decision can dramatically impact environmental indicators, like smoking bans or bicycle lane ordinances."

New York City, ranked 22, climbed eight spots since 2011, while Nashville, at 27, gained 10 and Las Vegas climbed four spots to 39.

Shirley Archer, a spokeswoman for the American Council on Exercise, said studies show that many environmental factors affect how physically active people are in their communities.

"The more available green spaces, the more likely kids and adults are to enjoy that outdoor space, so simply having more parks and playgrounds makes a huge difference," said Archer. "If you add walking, jogging or biking paths, people will use them."

Connecticut-based exercise physiologist and running coach Tom Holland also believes that if you build it, they will come.

He said last year his home town of New Canaan, in Connecticut, filled holes and covered up tree roots and rocks on a popular public park trail to make it safer for running.

"Stimulus money that went to fixing/repaving roads has made running and biking on them much safer and more fun," he said.

With an obesity rate of over 31 percent and almost 23 percent of residents still smoking, according to the index, Louisville's 48th place ranking does not surprise Kathy Harrison, communications director for Louisville Metro Public Health & Wellness.

But she's optimistic about the future.

"I really feel like we mirror a lot of the country. We have quite a few problems when it comes to health," Harrison said. "But since 2004 we've been making quite few changes."

Initiatives include bringing farmers markets into so-called food deserts, which Harrison defines as low-income areas saturated with fast-food options but short on public transportation choices.

"We're also working with convenience stores to become healthier," she said. "We'll assist them if they meet certain criteria."

Projects are also under way to dramatically increase the biking/hiking trails around Louisville.

"We're a working on a ?road diet,' taking highways from four lanes to three," Harrison said about the project to accommodate and encourage more foot and bicycle traffic.

"We've created some fun events to promote fitness. We have natural amenities," Harrison said. "Promoting a sense of fun brings people to them."

US foetus? cancer removed in womb

London: An unborn baby girl in the US was detected with an extremely rare cancerous tumour in the mouth, but doctors successfully removed it in one of the world's first such surgeries in the womb.

Leyna Gonzalez was born healthy five months later, The Sun reported.

She is now nearly two years old, and the only sign of cancer is a tiny scar on her mouth.

Her mother Tammy's pregnancy scan at 17 weeks showed Leyna had an aggressive mouth tumour. It looked like the baby was blowing a bubble, the daily said.

Doctors said it was a rare tumour called an oral teratoma, and that there was little chance Leyna would survive.

Surgeons used a laser to cut the tumour from Leyna's lips after pushing a super-fine needle into Tammy's womb for the hour-long operation at the Jackson Memorial Hospital in Florida.

Details of the case has been published in US medical journal Obstetrics and Gynaecology.

Sam Taylor-Wood, Aaron Johnson get married

(AP) ? Publicists say artist Sam Taylor-Wood and actor Aaron Johnson have tied the knot.

A statement Friday from Public Eye Communications said the couple, who have two young children, married on Thursday ? the summer solstice ? in Somerset, southwest England.

The statement said 45-year-old Taylor-Wood wore a dress by Sarah Burton of Alexander McQueen. The 22-year-old Johnson wore a suit by Tom Ford.

Johnson played the young John Lennon in Taylor-Wood's 2009 film "Nowhere Boy" and went on to star in "Kick Ass" and the upcoming "Anna Karenina."

The statement said the couple would both use the surname Taylor-Johnson.

Apple has filed for several new patents, covering security, display luminance, flash memory, mobile device simulation and more. However the volume of creative and visionary patents filed by Apple within the past few months is considerably lower than usual.

Patently Apple reports that the new patent filings, published by the US Patent & Trademark Office on Thursday, includes security patents involving cryptographic pass codes, the display of spatio-temporal dithered images with colour shift and luminance, streaming zip filed via flash memory, a way to simulate the performance of a mobile device for improved testing abilities, and the automatic discovery of metadata.

Apple?s patents are all utility-centric, and although these kinds of patents ensure that Apple protects the small details behind its products, it is unusual to see such a lack of more significant patents. Patently Apple describes the patent shortage as ?nothing shy of anaemic?.

?Here?s hoping that Apple is in the process of changing gears and inventing their next-generation of knock-out products for us to enjoy,? says the report.

Every single person - whether ordinary citizen to business owner and professional negotiates. Whether it's a product, service, idea or message - everyone wants someone else to believe.

Picture this -

You're all prepared and ready to negotiate with a potential client or current client. Your material is succinct, to the point and hard hitting with emotional appeal as well as a dizzying array of stats and facts.

When you arrive at your destination to make your presentation, you're immediately ushered into a room where a committee of twelve (12) people are waiting.

Unnerved - you know your material as well as having spoken to the CEO and the Chair just the other day - to verify that the issues and problems this company faces are real and they want them solved now.

You introduce yourself and launch into your presentation. You see all heads nodding - so far so good you
think. Halfway through your presentation, an elderly gentleman asks, "Why should we bother paying you to do something that we can find cheaply on the Internet?"

Again, you meet the questioner with a level gaze and answer, "Ma'am, you say, I can tell you that I'm the best. I can tell you I've had success with similar businesses. However, the bottom-line is what can be done with your business - here today. It is only through showing you that this can be accomplished. Does that make sense?"

Once again your questioner nods their head and the rest of the committee nods in unison. You believe that this presentation is going really well. Or is it?

It's time to wrap it up. You proceed to the finish line and ask, "Based on what is said here and the
responses - let's write this one up."

It's here that another question is brought up from someone you've never noticed before. However, as soon as she asks the question, all eyes are turned to her. She is the real force de majeure here.

She says, "Your presentation is sound. It has all the facts, gives logic, gives real emotion and actually
does a good job of presenting how this company can go about solving our real issues. In fact, all I have is one simple question: How do you know this is the most overwhelming issue at this company?"

You look at your questioner and respond, "Based upon the meetings with the CEO and in speaking with the Chair - these were the issues that were determined to be the most urgent. Should these not be the real issue at hand, I would like the opportunity to address the real issue. Can you tell me what the real issue is?

She sits straight in her chair and says, "The real issue is that I was never consulted. And although I know you have nothing to do with this - I was never consulted. I'm going to have to say, 'No' to this.

Sources: Sandusky son was set to claim abuse

Sources tell NBC News that prosecutors warned the defense if they put Jerry Sandusky on the stand, his adopted son was prepared to provide damaging testimony as a surprise rebuttal witness. NBC's Michael Isikoff reports.

Updated at 5:58 p.m. ET: BELLEFONTE, Pa. ? Jerry Sandusky decided not to testify in his child sex abuse trial after his lawyers were warned that prosecutors would call a surprise new witness ? one of the defendant?s own adopted sons, sources told NBC News. The man's lawyers said he?was prepared to testify that his father had abused him.

Matt Sandusky, one of six adopted children of Jerry and Dottie Sandusky, was observed by NBC News entering the courthouse, accompanied by Pennsylvania state troopers, on Wednesday morning as the defense was preparing to wrap up its case ? and apparently still wrestling with whether Jerry Sandusky, the former Penn State defensive coordinator, would take the stand.


Matt Sandusky, 33, has been a stalwart supporter of his father, visiting him at his home after he was charged with sex abuse and showing up at the courtroom last week to sit with his mother and other family members. But after the trial began, according to the sources, Matt Sandusky contacted prosecutors and agreed to provide testimony about events that he witnessed.

The jurors in the sexual abuse trial began their deliberations Thursday after hearing vastly different portrayals of the former Penn State assistant football coach. NBC's Michael Isikoff reports.

NBC News was unable to locate him this week for comment. But his attorneys, Andrew Shubin and Justine Andronici, confirmed that Matt Sandusky requested their assistance in arranging a meeting with prosecutors "to disclose for the first time in this case that he is a victim of Jerry Sandusky's abuse."

Shubin and Andronucci said in a statement that they would have no further comment.

"This has been an extremely painful experience for Matt and he has asked us to convey his request that the media respect his privacy," they said.

Prosecutors contacted Sandusky?s defense lawyers in the last few days to inform them that Matt Sandusky might be called as a rebuttal witness if Sandusky testified in his own defense ? news that alarmed the defense team and introduced a new wild card into their intense discussions about whether he should do so, said the sources, who spoke on condition of anonymity.

A source close to Jerry Sandusky told NBC News that "there was no one factor that led to the decision" not to have him testify Wednesday. Sandusky's lawyers were also known to be concerned that the defendant would be grilled on cross examination about apparently incriminating statements he made to NBC's Bob Costas in the "Rock Center with Brian Williams" show last November, including unaired portions that were played on the "Today" show for the first time this week. Defense lawyers also believed they had made some headway chipping away at the prosecution case this week, especially by playing a tape showing that police investigators may have coached Sandusky's alleged victims by telling them what other witnesses were saying about him.

The drama over whether Sandusky would take the stand continued to play out in court on Wednesday as defense lawyers were finishing their case. During a court recess in the morning, Sandusky's lawyers motioned Sandusky to enter a side room for a conference. They then joined prosecutors for a second conference behind closed doors meeting in Judge John Cleland's chambers. About 30 minutes later, Sandusky re-entered the courtroom, looking somber and chastened. At that point, Sandusky's lawyer rose and announced, "The defense rests."

Matt Sandusky first met his father at his Second Mile charity when he was 10 years old. He later went to live in the Sandusky home after he set fire to a barn in 1995. A judge approved the Sanduskys as foster parents for Matt and he was formally adopted by the couple when he was 18.

Matt Sandusky has been named during testimony in the trial. During the first day of testimony, one of the alleged victims ?listed in the grand jury report as "Victim 4" ? testified that Matt Sandusky seemed "nervous" when, after they played racketball with Jerry Sandusky, the three showered together and Jerry Sandusky then began throwing soap at him, "Victim 4" testified.

"At that point, Matt got up and left," he testified. "Well, not got up, but turned off the shower, went out and into another shower."

Senate votes to end public money for conventions

(AP) ? The Senate has voted overwhelmingly to end public financing for political party conventions.

Republican Sen. Tom Coburn of Oklahoma, who sponsored the proposal with Democratic Sen. Mark Udall of Colorado, says taxpayers should not have to contribute, as they are doing for the two conventions this year, when the nominee has been decided.

Coburn says the public this year is spending more than $36 million for the conventions.

The measure, if it becomes law, would not take effect until future political conventions. The idea would need the House's OK.

The Senate vote was 95-4 for the proposal, which was presented as an amendment to a farm bill.
